Dalian takes the center of the APEC China 2026 calendar from August 17 to 28, when the Third Senior Officials' Meeting and Related Meetings — commonly shortened to SOM3 — brings together officials and experts from APEC's 21 member economies. The meeting lands at a pivotal point: much of the technical work has already passed through Guangzhou and Shanghai, while the political culmination in Shenzhen is three months away.
Why a “Meeting Cluster” Lasts 12 Days
SOM3 is not a single 12-day plenary. The phrase “and Related Meetings” is essential. APEC's committees, subcommittees, working groups and policy partnerships convene in a coordinated cluster, often in parallel or in sequence. Their discussions feed into the senior officials' plenary and the wider host-year process.
This structure lets specialists work at the level where policy becomes practical. Customs experts can discuss border modernization; trade officials can examine facilitation and services; sectoral groups can address ocean and fisheries, food systems, standards, small businesses, sustainability and capacity building. Senior officials then connect these separate streams, identify issues that need higher-level guidance and prepare work for the concluding meetings.
Where SOM3 Sits in the 2026 Sequence
- Guangzhou, February: SOM1 launched the formal host-year agenda and organized early work around Openness, Innovation and Cooperation.
- Shanghai, May: SOM2 reviewed progress and advanced proposals alongside ministerial and sector-focused events.
- Dalian, August: SOM3 tests how far the year's work has matured and pushes deliverables toward the November endgame.
- Shenzhen, November: the concluding senior-officials and ministerial process leads into the 33rd APEC Economic Leaders' Meeting.
That makes Dalian more than a mid-year conference stop. It is the point at which the runway shortens. Proposals that are still broad need sharper language, concrete implementation paths or a clear decision on whether they are ready to move forward.
What Is on the Working Agenda?
The exact daily program includes accreditation-controlled sessions, and not every room-by-room timetable is published for a general audience. Official APEC planning documents nonetheless show the breadth of work feeding into the cluster. The year-wide agenda includes trade and investment, customs and supply-chain facilitation, digital transformation, AI, economic and technical cooperation, food-system resilience, ocean sustainability and inclusive growth.
One published example is the planned APEC Customs-Business Dialogue during SOM3, designed as a platform for public- and private-sector engagement on innovation, trade facilitation and sustainable growth. APEC's Ocean and Fisheries Working Group has also placed its 2026 plenary within the Dalian cluster. Liaoning's official announcement described the meeting as an opportunity to present Dalian as a window for high-level opening-up in Northeast China.
The host city also changes the visual language of the APEC year. Guangzhou and Shanghai offered dense southern and eastern commercial centers; Dalian brings a northern coastal landscape of bays, hills, port infrastructure and broad civic squares. That geography makes the meeting's themes — movement across borders, resilient supply chains and cooperation around the Pacific — unusually tangible.
What to Watch for After the Meetings
The most useful outputs will not necessarily arrive as one dramatic announcement. Watch for chair's statements, meeting summaries, updated work plans and references to initiatives moving toward ministerial or leaders' consideration. Progress may show up as shared principles, capacity-building programs, policy toolkits or language that later appears in November documents.
